The AI Leapfrog: Why Resource-Constrained Nations May Benefit the Most

We never built millions of landlines — then mobile phones arrived. We never built thousands of bank branches — then Africa came to move two-thirds of the world's mobile money value. When revolutionary technology arrives, nations without legacy systems leapfrog those burdened by them. AI may be the biggest leapfrog of them all.

In the first dispatch of this series, I argued that artificial intelligence will become the world's fifth utility — joining water, electricity, gas, and broadband. That idea carries a profound implication that deserves its own discussion. Ironically, the countries that have historically had the least access to infrastructure may have the most to gain.

Not because they are richer. Not because they have larger economies. But because history has shown that when a revolutionary technology arrives, nations without legacy systems often leapfrog those burdened by them.

Ghana has done this before. Africa has done this before. And AI may become the biggest leapfrog of them all.

Section 1

We Never Built Millions of Landlines

In the developed world, telephone networks took nearly a century to build. Billions of dollars were spent laying copper wire into every city, town, and neighborhood.

Africa largely skipped that chapter. Many homes never had a landline. Then came mobile phones. Within a decade, villages that had never possessed a single telephone had thousands of them.

The absence of old infrastructure became an advantage. There was nothing to replace. Only something better to adopt.

Section 2

Banking Followed the Same Pattern

For decades, economists assumed modern economies required extensive banking infrastructure. Branch offices. ATMs. Cheque books. Large clearing networks.

Then Kenya introduced M-Pesa. Ghana embraced Mobile Money. Millions of people who had never owned a bank account suddenly possessed a financial system in their pockets. Farmers could receive payments. Families could send money home. Small businesses could transact instantly. Entire communities joined the formal economy without ever building thousands of physical bank branches.

The scale of this leapfrog is no longer anecdote; it is the global record. According to the GSMA's State of the Industry Report on Mobile Money 2026, more than $2 trillion flowed through mobile money worldwide in 2025 — and $1.4 trillion of it, roughly two-thirds of global transaction value, moved through sub-Saharan Africa. A region the old banking model wrote off now sets the pace for the planet.

Africa skipped a generation of technology and ended up ahead of the countries it was supposedly chasing.

AI Is the Next Leap

Many assume AI will primarily benefit countries that already possess abundant resources. I believe the opposite may prove true.

Resource-constrained countries stand to gain the most, because AI dramatically reduces the cost of expertise — and the scarcity that has throttled our development was never talent. It was experts.

Consider the numbers. Ghana has roughly 1.4 doctors per 10,000 people, a fraction of the World Health Organization's benchmark of 10. And the average conceals the injustice: in our predominantly rural regions the ratio has run as thin as one doctor to 18,000 people, against roughly one to 4,000 in Greater Accra. The same arithmetic of scarcity applies to engineers, lawyers, teachers, agronomists, architects, and software developers.

AI does not eliminate the need for these professionals. It multiplies their reach. One experienced teacher can educate thousands with AI assistance. One doctor can diagnose more patients. One agricultural extension officer can advise entire regions. One software engineer can build what previously required a team.

The constraint begins to shift from human capacity to implementation.

Section 4

Ghana Doesn't Need to Catch Up

Perhaps we have been asking the wrong question. Instead of asking, "How do we catch up with developed countries?" we should ask, "How do we skip the stages they already went through?"

Developed nations spent decades digitizing paper records. We can begin digital. They spent billions constructing physical service centers. We can build digital government. They hired armies of bureaucrats to process paperwork. We can automate much of it from the outset.

Their journey becomes our shortcut.

Section 5

The Greatest Export Is No Longer Gold

For centuries, nations exported what lay beneath their soil. Gold. Diamonds. Oil. Timber. Cocoa. Rare earth minerals.

But in the intelligence age, the most valuable export may no longer come from the ground. It may come from the human mind. AI dramatically lowers the barriers to participating in the global knowledge economy.

A software developer in Kumasi can build applications for clients in Toronto. A designer in Takoradi can create branding for companies in London. A teacher in Tamale can tutor students worldwide. A radiologist in Accra can assist hospitals across continents.

A student with a laptop and reliable internet may generate more economic value than an entire warehouse of raw commodities. Natural resources remain important. Human capital becomes exponentially more valuable.

Section 6

AI Is the Great Equalizer

One of Africa's greatest disadvantages has always been unequal access to expertise. The world's best education. The world's best consultants. The world's best research. The world's best medical advice. AI compresses those distances.

Imagine every secondary school student having access to a personal tutor available twenty-four hours a day. Imagine every farmer receiving localized recommendations about weather, pests, fertilizer, and crop yields. Imagine district hospitals supported by AI systems trained on millions of medical cases. Imagine small businesses receiving world-class legal, accounting, and marketing guidance for a fraction of today's cost.

This is not science fiction. The building blocks already exist.

Section 7

We Must Think Bigger Than Chatbots

Too many discussions about AI focus on writing emails or generating images. That is like discussing electricity by talking only about light bulbs.

The real revolution lies elsewhere. AI-powered classrooms. AI-assisted healthcare. AI-driven agriculture. AI-supported courts. AI-enabled local government. AI-powered entrepreneurship. AI-assisted scientific research. Entire national systems can become smarter.

The question is no longer whether AI can answer questions. The question is whether governments are prepared to redesign institutions around abundant intelligence.

Section 8

Our Biggest Constraint Has Never Been Money

People often say Ghana lacks money. I disagree. Our greatest constraint has often been decision-making. Poor planning. Slow execution. Limited access to expertise. Institutional inefficiency.

These are fundamentally intelligence problems. And intelligence is becoming cheaper. When every ministry, municipality, hospital, school, and entrepreneur can access world-class analytical capability, the cost of making good decisions falls dramatically.

Of course, AI cannot eliminate corruption. It cannot manufacture political will. It cannot force leaders to act. Which brings us back to Philippe Laffont's insight.

Section 9

Intelligence Will Become Cheap. Leadership Will Not.

AI may become available to everyone. Leadership will not. Every nation will have access to similar models. Every ministry can subscribe to the same AI platforms. Every entrepreneur can use the same tools. The difference will never be the technology alone. It will be the people using it.

Laffont names the qualities that will never flow through the pipe: judgment, courage, intuition, loyalty. To his list I would add the ones that decide whether nations rise: vision, integrity, discipline, execution.

Countries do not become prosperous simply because they possess tools. They become prosperous because they possess leaders who know how to use them.

The Opportunity of Our Generation

Previous generations built roads. They built dams. They built ports. They built airports. Our generation must build intelligence infrastructure — not merely internet connectivity, not merely data centers, but an ecosystem where every student, every teacher, every farmer, every entrepreneur, every nurse, every engineer, every civil servant, and every small business owner has access to world-class intelligence on demand.

Africa has surprised the world before. We skipped landlines. We reinvented payments through mobile money — and now move two-thirds of the world's mobile money value. There is every reason to believe we can do it again. This time we are not leapfrogging into a new communications network. We are leapfrogging into a new civilization — one where intelligence is no longer scarce.

The shortest path to development is no longer measured in roads, railways, or factories. It is measured in how quickly a nation can place extraordinary intelligence into the hands of ordinary people.

But honesty demands a caveat before the optimism runs away with us. The leapfrog gets us onto the grid. It does not give us a stake in it. That fight — and what it requires — is the subject of the final dispatch in this series →
